Individual Values (IVs) are hidden stats that determine a Pokemon's potential. Each Pokemon has IVs for HP, Attack, and Defense ranging from 0 to 15 in Pokemon GO, or 0 to 31 in main series games. These values are randomly assigned when you catch or hatch a Pokemon and cannot be changed.
IVs work alongside base stats and level to determine a Pokemon's actual stats. Two Pokemon of the same species and level can have different stats due to their IVs. Perfect IVs (15/15/15 or 100%) are highly sought after for competitive play, raids, and trading.
